
Donna DeMartino
General Manager/CEO
Ms. DeMartino was appointed RTD’s General Manager/CEO in 2001. Prior to joining RTD, she spent over 14 years at Sacramento Regional Transit (RT), where she was a member of the light rail start-up team and also worked in rail operations, contracts administration, engineering and construction, and facilities and capital program management. Ms. DeMartino holds a Bachelor’s Degree in Education, a Master's Degree in Transportation Management, and a certificate in Construction Management.
The California Association for Coordinated Transportation (CalACT) named Ms. DeMartino the 2009 Transportation Manager of the Year. In 2006, Metro Magazine highlighted her achievements in an article on five "Women in Transportation" who "play a major role in the transportation industry."
Ms. DeMartino is a Fellow of the Eno Transportation Foundation, and a graduate of the Leadership APTA (American Public Transportation Association) program. She chairs APTA’s CEO Committee, serves on the California Transit Association's Executive Committee, the National Transit Institute Board, and teaches transportation-related classes for SJSU, University of the Pacific, and other academic institutions.

Gloria Salazar
Assistant General Manager/CFO
Ms. Salazar joined RTD in 2002 as Assistant General Manager of Administration and Finance/Chief Financial Officer. Prior to joining RTD, she served as a Finance Administrator at Sacramento Regional Transit (RT), where she gained over ten years of progressively responsible experience in public transit auditing, general accounting, grants, and project management. Ms. Salazar holds a Bachelor's Degree in Accounting, a Master's Degree in Business Administration, and a Certificate in Transit/Paratransit Management Program with Pepperdine University. She passed the Uniform CPA Board in 1993 and is an active Certified Tax Preparer with the California Tax Education Council. She is a graduate of Leadership APTA.
Currently, Ms. Salazar serves on the California Transit Finance Corporation (CTFC) board, actively participates in T-FLEx (Transit Finance Learning Exchange), and teaches in a Transit Paratransit Management Certificate Program for the University of the Pacific.

Laurrie Brown
Director of Operations
Ms. Brown joined RTD in January 2005 as Director of Transportation with over twenty years of experience in transit operations management. After beginning her career in transit as a coach operator at Sacramento Regional Transit, she served as operations manager at Foothill Transit, as contractor general manager at Kern Regional Transit, and as Vice President-Operations for MV Transportation.
In 2008, RTD promoted Ms. Brown to Director of Operations, expanding her responsibilities to include transportation, maintenance, and all operations functions at RTD. Ms. Brown holds a Master’s Degree in Business Administration and university certificates in Labor Relations, Transit Operations Management, Transit/Paratransit Management, and Project Management.

Thomas M. Webb, J.D.
Director of Human Resources
Mr. Webb joined RTD in 2010 and brings with him more than 35 years’ experience in the transportation, manufacturing, aerospace, health care, and utility industries. He has held senior-level executive positions at three of the largest transit properties in the Northeast and has served as a consultant to more than 20 transit agencies across the country. In his most recent role as Vice President for New York City Transit (NYCT), Mr. Webb created a new Office of Workforce Development and designed a successful system-wide strategy supporting the NYCT crisis plan resulting from a $1.2B budget shortfall.
Mr. Webb has served as the Chairperson for the APTA Human Resource Committee and as a member of the APTA Transit Labor Exchange Board. He frequently presents at APTA conferences and is co-author of the Transit Cooperative Research Program (TCRP) Report 77, Managing Transit’s Workforce in the New Millennium.
