What is the SJCCTP?
The SJCCTP is a locally developed coordinated human service transportation plan (CTP). A CTP identifies the transportation needs of individuals with disabilities, older adults, and people with low-incomes, provides strategies for meeting those local needs, and prioritizes transportation services for funding and implementation. A CTP uses all available resources to supply transportation services efficiently and without redundancy in trips. Development of the CTP must have the input and cooperation of transit agencies, social service agencies, community agencies, and the public.


Why do we need the SJCCTP?
Within the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU), Congress included coordination provisions to the newly created New Freedoms Program (5317), Job Access Reverse Commute Program (5316), and the Elderly Individuals and Individuals with Disabilities Program (5310).


Who prepared the Plan?
A work group comprised of representatives from various stakeholder groups from social service agencies, public agencies, and local jurisdictions, worked together to prepare the SJCCTP.
 

What is the Goal of the SJCCTP?
To prepare a unified, comprehensive strategy for public transportation service delivery that identifies the transportation needs of individuals with disabilities, older adults, and individuals with limited incomes.

What is the PMP?
The San Joaquin Regional Transit District (RTD), as the Designated Recipient for the Stockton Large Urban Area Job Access and Reverse Commute (JARC / 5316) and New Freedom (NF / 5317) Programs, is required to have an approved Program Management Plan (PMP) on file with the Federal Transit Administration (FTA). The PMP outlines how RTD will administer the JARC and NF programs in the Stockton Large Urban Area.  RTD cannot conduct a grant cycle for these programs until an approved PMP is on file.
